The Florida Fire Prevention Code mandates compliance with the NFPA code family in new construction and existing buildings. NFPA-1221, Standards for Installation, Maintenance, and Use of Emergency Services Communications systems, Mandates in-building emergency responder radio signal minimum coverage requirements. Two types of building areas are defined: critical areas and general building areas. Critical areas include emergency command centers, fire pump rooms, exit stairs, exit passageways, elevator lobbies, standpipe cabinets and other areas deemed critical by the AHJ. Critical areas must have 99% coverage, while general building areas must have 90% coverage.

According to the NFPA definition, an AHJ, or authority having jurisdiction, is an organization, office, or individual responsible for enforcing requirements of code or standard, or for approving equipment, materials, an installation, or a procedure. In the State of Florida, the AHJ can be a local fire department or FCC license holder.

According to the National Center for Education Statistics, Florida students will spend an average of 2,208 hours in school classrooms. First Responder emergency radio communications coverage requirements are not mandated in Florida school buildings. In order to meet the emergency communication needs of first responders, schools must decide to implement emergency radio communications coverage testing to ensure adequate coverage.

A BDA system is only required when a Received Signal Strength Indicator (RSSI) and Delivered Audio Quality (DAQ) test is performed by an FCC licensed and trained technician, with certified and calibrated equipment, and is presented to the Local Authority Having Jurisdiction (AHJ) and FCC license holder who deem that a BDA/DAS system is necessary. A BDA Systems integrator never has the authority to mandate the necessity for a BDA/DAS system; that responsibility and authority resides solely with the AHJ and FCC license holder in all jurisdictions within Florida.
